Who Qualifies for WIOA CDL Funding?
WIOA has three main eligibility categories. You only need to qualify under one of them.
Adults (18+)
- Low income (below 70% of Lower Living Standard Income Level)
- Receiving public assistance (SNAP, TANF, SSI)
- Homeless individuals
- Foster care youth (aged out)
- Individuals with disabilities
Note: Income limits vary by family size and location. A family of 4 typically qualifies under ~$45,000/year.
Dislocated Workers
- Recently laid off or received layoff notice
- Plant closures or mass layoffs
- Self-employed but business closed due to economy
- Displaced homemakers (spouse was primary earner)
- Military spouses who lost employment due to relocation
Note: You do NOT need to be low-income. Recent job loss is the key qualifier.
Youth (16-24)
- Out-of-school youth with barriers to employment
- High school dropouts or those needing GED
- Foster youth, homeless youth, justice-involved youth
- Youth with disabilities
- In-school youth from low-income families

Can I choose any CDL school I want?
Not any school—only those on the state's Eligible Training Provider List (ETPL). Most reputable CDL schools are ETPL-approved. Your counselor can show you which schools in your area qualify. You can request a specific school, but WIOA may limit funding to lower-cost options.
What if I make "too much" money to qualify?
Explore the Dislocated Worker category—no income limit if you've been recently laid off. Also ask about state-specific programs that have higher income thresholds. Some states have separate transportation workforce grants that aren't income-restricted.
Do I have to repay WIOA if I don't finish training?
Generally no—WIOA grants are not loans. However, if you quit without good cause, you may be ineligible for future WIOA services. If the school has a refund policy, WIOA may recover some funds, but you personally don't repay.
Can I use WIOA for company-sponsored training programs?
Usually no. Company-sponsored programs are already "free" (in exchange for a contract), so there's no tuition for WIOA to cover. Some states have hybrid programs where WIOA supplements employer training, but it's uncommon for CDL.
I'm a veteran—should I use WIOA or VA benefits?
